Senator Russ Feingold (WI-Ret) will speak on his book, “The Constitution in Jeopardy: An Unprecedented Effort to Rewrite Our Fundamental Law,” explaining the effort under Article V of the Constitution for States to call for a Constitutional Convention (“Con Con”) to amend national law. A State-led Con Con under Article V has never occurred since the Constitution was ratified in 1788.
